Keep in mind: An install with 22", 24", 26", 28" needed 4 clusters of flat tips. half of the 22" pack was left over. This install was full on a 22-23" circumference head. 
 
Flat Tips are to be installed by a professional ONLY. You do not want to over fill your hair. This install should be flat and natural looking with minimal tension.
